About Dr. Boulton and his Philosophy

Dr. Boulton has served as Principal of Newport Harbor High School since 2013, leading one of Orange County’s most storied educational institutions with a philosophy rooted in global perspective, authentic communication, and unwavering commitment to student success.

Born in Hong Kong to a British father and Russian mother whose families spent decades working throughout Southeast Asia and China, Sean’s childhood was marked by international travel and cross-cultural experiences that would shape his educational philosophy. His family relocated to Glendale, California when he was eight, but those formative years exposed him to diverse perspectives that inform his leadership today. In an increasingly interconnected world, he believes students need what he calls a “high global IQ”—the ability to navigate, understand, and contribute to a society where technology and travel have made geographic boundaries less relevant than ever before.

Dr. Boulton’s educational journey reflects his commitment to continuous learning. He began at Orange Coast College before transferring to Drury University in Missouri on a golf scholarship, where he earned his bachelor’s degree in History. He continued his education at California State Fullerton and completed his Doctorate in Education from Grand Canyon University in 2017. His passion for education extends beyond Newport Harbor—he has taught at Concordia University, Irvine, sharing his expertise with aspiring educators.

His career in education began as a teacher in Los Angeles and the Springfield Unified School District before moving to Ensign Intermediate School in the Newport-Mesa Unified School District. In 2003, he became an assistant principal at Estancia High School, where he worked under then-principal Fred Navarro, who later became the district’s superintendent. It was Navarro’s mantra—”Never compromise”—that crystallized Dr. Boulton’s approach to educational leadership: finding different pathways so students of all backgrounds and abilities can succeed.

Before coming to Newport Harbor, Dr. Boulton served as principal of Laguna Hills High School for five years, where he launched initiatives that reflected his global perspective, including a Mandarin Chinese language program and culinary arts classes. Under his leadership, the school’s Academic Performance Index rose significantly, and the International Baccalaureate program flourished.

When Dr. Boulton arrived at Newport Harbor in 2013, he committed to what he called a “listening campaign”—spending his first year understanding what students, parents, teachers, and staff needed before implementing changes. That philosophy of communication and collaboration has defined his tenure. He believes that meaningful engagement with the school community isn’t about newsletters that go unread; it’s about creating genuine conversations that matter. This belief has led to innovative approaches to staying connected with families and the broader Newport Beach community.

Dr. Boulton’s educational philosophy centers on preparing students not just to succeed academically, but to become engaged global citizens who can positively reshape the world. He challenges students to move beyond simply knowing and understanding material—encouraging them to analyze, discuss critically, apply their learning to real situations, and ultimately create new perspectives. He sees Newport Harbor as more than a school; it’s a community where history, educational excellence, and opportunity come together to prepare young people for lives of meaning and impact.

A Costa Mesa resident and father of twins who have grown up as proud Sailors, Dr. Boulton brings both professional expertise and personal investment to his role. His leadership is characterized by high expectations, genuine care for student wellbeing, and an unwavering belief that every student deserves pathways to success.
